ATS (Applicant Tracking System) explained

The ATS manages candidates. It is not the same system a firm uses to manage clients, and mixing the two up is a common early confusion. A firm's ATS can be excellent, fast search, clean pipeline stages, solid resume parsing, while its client-facing business development tracking runs on a spreadsheet or nothing at all, and the two problems, candidate supply and new job orders, require completely different fixes.

Enterprise clients running a VMS/MSP program often require an agency's ATS to integrate directly with their vendor management system, submitting candidates and reporting time through that connection rather than a manual process. An agency whose ATS cannot integrate cleanly with a target client's VMS is at a real, practical disadvantage bidding on that account's requisitions, separate from candidate quality entirely.

An ATS purchase decision is usually driven by candidate-side pain: slow sourcing, messy pipelines, poor reporting. It rarely gets evaluated against whether it helps the firm win new job orders in the first place, which is a genuinely separate system and a genuinely separate budget line, one a lot of firms underinvest in relative to the ATS itself.

A prospect proud of their ATS is telling you about their candidate-side tooling, not their business development engine. Asking how they actually generate new job orders, separately from how they process candidates once an order exists, is a sharper qualifying question than asking what system they run.
