What Is RMD (Robocall Mitigation Database)?

The RMD requires every voice service provider carrying calls, the telecom infrastructure layer underneath businesses making calls, not the businesses themselves, to file specific robocall-mitigation compliance information with the FCC. Providers that fail to file, or file deficiently, are subject to removal from the database, which effectively cuts them off from other providers' networks.

In August 2025, the FCC removed more than 1,200 voice service providers from the RMD for deficient filings, a scale of enforcement that signals the agency is actively tightening the infrastructure layer solar outbound-calling programs depend on, not just going after individual telemarketers directly. A separate 2024 FCC rule lets consumers revoke calling or texting consent using any reasonable method, with the FCC extending a limited compliance waiver into 2026.

For a solar sales org or appointment vendor, RMD enforcement is mostly invisible day to day, since it operates at the carrier level rather than the calling-business level, but it is part of the same 2025 to 2026 regulatory tightening that includes rising FTC Do Not Call complaint volume and the Momentum Solar TCPA settlement. A calling program built on a compliant, well-documented consent process is less exposed to disruption if a downstream provider gets swept up in RMD enforcement.
