What Is Permission to Operate (PTO)?

PTO is the last step in the interconnection process, the sequence of inspections, paperwork, and utility approvals required to connect a completed solar installation to the grid. Until PTO is granted, a fully installed system typically cannot legally be turned on, even though the equipment is physically in place and the homeowner has already signed a contract and, often, started making loan or lease payments.

The gap between contract signature and PTO can run weeks to months depending on the utility, the jurisdiction's permitting office, and how backed up the interconnection queue is, and that gap is a real source of homeowner frustration that sales teams and appointment-setting operations both have to manage expectations around from the first conversation.

For a sales org or appointment vendor, PTO timing is mostly outside their control since it depends on the installer's install and permitting process and the utility's own queue, but setting accurate expectations about it during the original sales conversation is part of what keeps a homeowner from feeling misled once the honeymoon period ends and the system still is not producing power.
